Dutch ISP builds dike around ‘Net, throttles non-HTTP traffic

In most countries, it’s not difficult for ISPs to muck about with users’ Internet connections in decidedly non-neutral ways. Most Canadian ISPs do it , throttling specific protocols at certain times of day, and plenty of European ISPs have adopted similar measures (including limits on legal, streaming video). In the US, Comcast interfered with BitTorrent traffic before receiving a smackdown from the Federal Communications Commission —but the company is arguing in federal court that the FCC had no right to act .
